Toronto, Canada's largest city of 5 million people, is cosmopolitan, culturally diverse, a Canadian and global economic force to be reckoned with - yet here we find the highest number of Canada's homeless individuals. Toronto's "Housing and Homelessness Report Card 2003" said "31,985 homeless individuals (including 4,779 children) stayed in a Toronto shelter at least once during 2002." That's the last Report Card we can find, but we know homelessness rates have continued to rise since then. The Toronto Disaster Relief Committee estimates that 4 to 6 people die every week on Toronto's streets.
